Each Ramadan, hundreds of inmates across the UAE gain their freedom after their debts are cleared. Central to this humanitarian effort is Dubai-based Indian businessman Firoz Merchant, whose long-running program now extends beyond debt relief to include direct financial support for cancer patients struggling with rising medical expenses. This year’s campaign highlights a broader philanthropic approach, combining debt forgiveness with healthcare assistance during the Holy Month.

Who Is Firoz Merchant?
Firoz Merchant is an Indian billionaire entrepreneur and philanthropist based in Dubai. He founded the Pure Gold Group in 1989, growing it into a major jewellery retail chain with more than 170 stores in 13 countries. Beyond his business pursuits, Merchant has consistently focused on charitable causes, particularly debt settlement for prisoners and humanitarian initiatives across the UAE.
Releasing Inmates Across the UAE
Merchant’s program, launched in 2008, has facilitated the release of over 20,000 inmates detained for financial reasons throughout the UAE. The initiative is implemented in partnership with the authorities and the Khalifa Foundation, covering multiple emirates, including Abu Dhabi, Dubai, Sharjah, Ajman, and Ras Al Khaimah. During Ramadan 2026, 497 inmates have already been released, with additional cases under review.
The scale of the initiative was particularly evident in 2025, when 2,972 inmates from more than 50 nationalities were freed. A total of Dhs2.4 million was allocated to settle outstanding debts, and return airfare was provided for eligible individuals to travel back to their home countries. While the program runs year-round, activity typically peaks during Ramadan.
Expanding Aid to Cancer Patients
In 2026, Merchant’s initiative also emphasizes healthcare support. On 18 February, the first day of Ramadan, he met officials from the Cancer Patient Care Society in Abu Dhabi to explore ways to provide financial assistance to patients facing rising treatment costs. In 2025, he donated Dhs1 million through the Dubai Charity Association to cover dialysis and related medical expenses for 11 patients in need.The 2026 campaign therefore combines two strands of assistance: helping individuals detained due to unpaid debts and supporting patients who cannot afford essential medical care. Merchant’s Ramadan initiative reinforces the role of private-sector philanthropy in addressing social welfare priorities across the UAE.
