In a landmark decision signalling a commitment to environmental conservation, Dubai has announced a comprehensive ban on single-use plastic bags and products within the emirate, effective January 1, 2024. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, issued the resolution on the eve of the new year, emphasising the emirate’s dedication to fostering sustainable practices.
Extensive Ban Coverage
The ban is not limited to traditional single-use plastic items but extends to include a broad spectrum of disposable and recycled products, encompassing both plastic and non-plastic materials. This progressive move encompasses single-use plastic and non-plastic products, as well as materials used in food delivery packaging, fruit and vegetable wrapping, thick plastic bags, containers, and packaging materials either partially or entirely composed of plastic.
The directive is all-encompassing, applying to both sellers and consumers throughout Dubai, covering private development zones and free zones, including the prominent Dubai International Financial Centre.
Exemptions and Future Phases
While the ban is stringent, it does allow for certain exemptions. Thin bags used for packaging meat, fish, vegetables, fruits, grains, bread, garbage bags, and products intended for export or re-export are excluded from the restrictions. However, starting from January 1, 2025, additional items like plastic stirrers, table covers, cups, styrofoam food containers, plastic straws, and plastic cotton swabs will face prohibition. The ban will further extend to include plastic plates, plastic food containers, plastic tableware, beverage cups, and their plastic lids from January 1, 2026.
Strict Enforcement and Penalties
To ensure compliance, violators will face fines, starting at Dh200. In cases of repeated violations within a year, the penalty will be doubled, with a maximum not exceeding Dh2,000 when doubled. Individuals challenging decisions against them may submit written grievances, with a dedicated committee resolving complaints within ten working days.

The primary aim of this far-reaching decision is to protect the natural environment, local biological diversity, and animal wealth. It seeks to instil environmentally conscious behaviour within the community and motivate the private sector to embrace recycled products, aligning with circular economy principles for sustainable recycling in local markets.
The resolution mandates collaboration among relevant authorities, entities, and consumers to develop and implement mechanisms and practices aimed at reducing the production and consumption of single-use products. Sellers are called upon to actively participate in projects and initiatives targeting plastic reduction and must offer specified reusable alternatives at reasonable prices.
