The proposed ₹8,707 crore expansion of Thiruvananthapuram International Airport has received an important regulatory boost after the Kerala State Expert Appraisal Committee (SEAC-1) recommended integrated Environmental Clearance (EC) and Coastal Regulation Zone (CRZ) clearance for the project.
The recommendation is an important step in the approval process. However, the final environmental clearance must still be issued by the State Environment Impact Assessment Authority (SEIAA).
Airport Capacity to Rise to 27 Million
The expansion, being carried out by Thiruvananthapuram International Airport Ltd (TIAL), aims to increase the airport’s passenger-handling capacity to around 27 million passengers annually.
Cargo-handling capacity is also planned to rise to around 4.2 lakh metric tonnes a year.
The project will include new terminal buildings, modern passenger-processing and baggage systems, upgraded aircraft parking areas, taxiways, security systems, IT and communication facilities, utilities and other airport infrastructure.
A new state-of-the-art cargo complex is also planned. A hotel project near the airport entrance will be integrated into the overall master plan.
Phase One Investment of ₹3,700 Crore
According to a TIAL official, the first phase will increase passenger capacity from around 4.5 million to 12 million passengers annually by 2032.
Around ₹3,700 crore of development work is planned in the first phase using the existing airport land without disrupting normal operations. A further investment of ₹2,400 crore is expected from April 2027.
Additional land will be required for expansion after 2032.
The airport currently covers around 248.29 hectares. An additional 6.88 hectares is required to meet Directorate General of Civil Aviation (DGCA) safety requirements and support future airside and landside development. The government has approved 15 acres for the regulatory requirements.
Environmental and Coastal Safeguards
The SEAC recommendation comes with several environmental conditions.
Stormwater from the airport will have to pass through oil-water separators and silt traps before being discharged into the Parvathy Puthanar canal to reduce the risk of pollution.
The project will also maintain a dedicated two-hectare green area under the Landscape Master Plan.
The expansion is expected to affect around 280 trees, with the authorities directing TIAL to prioritise the transplantation of timber-yielding species wherever possible.
TIAL has allocated ₹84.45 crore as capital expenditure and ₹4.08 crore annually for its Environmental Management Plan.
Community Development Measures
TIAL has also allocated ₹21.765 crore for Corporate Environmental Responsibility (CER) initiatives covering 33 neighbouring villages.
The revised CER plan submitted in May 2026 includes activities across five areas: environmental sustainability, community health and sanitation, education and skill development, infrastructure development, and livelihood support.
The company has also clarified that excavated soil from construction will be stored within the project site wherever possible and used for land-level raising, backfilling and construction activities.
Public Concerns Considered
The project had faced regulatory hurdles following concerns raised during the environmental public hearing held in August 2025.
Issues including land requirements, canal pollution, tree cutting and local employment were raised by residents.
The Kerala Coastal Zone Management Authority had issued its CRZ recommendation in December 2025. TIAL was later asked to address concerns and resubmit parts of its proposal.
With the SEAC-1 recommendation now in place, the project has moved closer to receiving its final environmental clearance and progressing with the planned expansion of Thiruvananthapuram International Airport.
