The World Bank has so far disbursed USD 340 million for the first phase of the Amaravati Capital City development, according to a senior official from the institution. Andhra Pradesh is also expected to receive an additional USD 130–150 million by the end of April, jointly from the World Bank and the Asian Development Bank (ADB), as per state government officials.

The funding forms part of a larger commitment of USD 1.6 billion, equally shared between the World Bank and ADB, to support the Amaravati Integrated Urban Development Programme.
Interest Rates and Loan Structure
Officials said the loans carry an interest rate in the range of 8 to 8.5 percent, which may vary depending on global financial conditions. The financing is structured under a Program-for-Results model, meaning funds are released based on the achievement of specific development milestones rather than a fixed disbursement schedule.
According to the World Bank, the loan includes a six-year grace period and a 29-year maturity period, with repayment set to begin on June 15, 2031.
Infrastructure and Institutional Development
In the initial phase, the focus has been on strengthening governance systems and building institutional capacity to support Amaravati’s development as an inclusive urban centre. The goal is to position the city as a major economic hub capable of generating employment opportunities.
Several assessments and studies are currently underway to design effective urban governance systems and attract private investment into the region.
Skilling and Employment Initiatives
Alongside infrastructure development, job-oriented skill development programmes are being implemented. These initiatives aim to train local residents, particularly women and youth, to take advantage of emerging employment opportunities linked to the city’s growth.
Infrastructure Works Underway
Construction activity has already begun across key infrastructure segments, including arterial and neighbourhood roads, housing projects, and essential city services such as water supply, wastewater management, and stormwater drainage systems.
Flood management works are also progressing steadily, with more than 35 percent completion reported across six project locations.
Long-Term Development Vision
The World Bank, in collaboration with the ADB, continues to support Andhra Pradesh through technical expertise and global best practices. The broader objective is to develop Amaravati into a climate-resilient, well-planned urban centre that supports economic growth, job creation, and improved living standards for residents.
