Albania’s Prime Minister Edi Rama has announced that the country’s first artificial intelligence–powered government minister, Diella, is “pregnant”, a symbolic way of saying she will soon generate 83 AI assistants, one for each Socialist Party member of parliament.
Speaking at the Berlin Global Dialogue in Germany, Rama said the project marks a bold step in merging technology and governance. “For the first time, Diella is pregnant and with 83 children,” he said, adding that these AI “children” will act as digital aides, documenting parliamentary proceedings, tracking discussions, and keeping MPs informed about sessions they miss. The initiative is expected to be fully operational by the end of 2026.
Who Is Diella
Diella was officially introduced in September as Albania’s AI-powered Minister for Public Procurement Transparency, the first of its kind in the world. Initially launched in January on the e-Albania portal as a virtual assistant, she has already been helping citizens and businesses access state documents and services. Represented as a woman in traditional Albanian attire, Diella now plays a critical role in ensuring transparency and curbing corruption in government tenders.
Rama described her as “the first cabinet member who does not physically exist but is created virtually through AI.” Her job is to oversee and automate decision-making in public procurement, replacing human discretion with algorithmic oversight to ensure every process is transparent and tamper-proof.
He added that Diella will also identify and recruit global talent through AI systems, breaking administrative rigidity and bias. “She is the servant of public procurement,” Rama said, noting that Albania’s goal is to make tendering “100 percent incorruptible” and public spending “100 percent traceable.”
The initiative positions Albania as one of the first nations to integrate AI directly into its government structure, signaling a bold experiment in digital governance and accountability.
