Indian Railways has warned passengers against playing loud music or videos on mobile phones and other devices at high volume during train journeys. Those who disturb fellow travellers could face fines and other penalties under amended provisions of the Railways Act, 1989.
The Railways has urged passengers to use earphones while listening to music or watching videos and to keep phone conversations at a low volume. Loud and prolonged conversations, along with disturbing ringtones, can cause inconvenience, particularly in enclosed spaces such as air-conditioned coaches.

Under Section 145(2) of the Railways Act, as amended by the Jan Vishwas (Amendment of Provisions) Act, 2026, conduct that constitutes a nuisance can attract a fine of ₹1,000. The penalty may also include removal from the train and forfeiture of the passenger’s pass or ticket.
The rules prescribe stricter consequences for passengers who continue the nuisance after being directed to stop by an authorised railway employee. Such cases may result in simple imprisonment for up to six months, a fine of up to ₹5,000, or both.
Passengers experiencing disturbances can inform the travelling ticket examiner or contact the railway helpline at 139. Complaints can also be submitted through the RailMadad platform.
The Railways’ warning highlights the importance of responsible use of mobile phones and electronic devices in shared spaces. Passengers are expected to ensure that their entertainment and conversations do not interfere with the comfort of others during the journey.
