The Kerala government has announced plans to develop the districts of Thiruvananthapuram, Kollam and Alappuzha into a unified economic zone, christened the Southern Kerala Economic Corridor, aimed at leveraging the unique strengths of each region and creating a strategically important growth hub.

Presenting the state Budget on June 19, Chief Minister V.D. Satheesan, who also holds the Finance portfolio, said the initiative would integrate logistics, technology, manufacturing, research and natural resources into a cohesive development framework.
Three Specialised Zones Proposed
Under the proposed corridor, each district will assume a distinct economic role.
- Thiruvananthapuram (Zone 1) will be developed as Kerala’s Knowledge and Space Technology Hub, capitalising on the presence of the Vizhinjam deep-sea port and major scientific and technological institutions.
- Kollam (Zone 2) is envisioned as the state’s centre for rare earths and mineral processing, supported by the district’s rich coastal deposits of critical minerals.
- Alappuzha (Zone 3) will be positioned as India’s Blue Economy capital, harnessing the district’s vast marine and coastal resources.
Expert Agency to Prepare Detailed Project Report
The Chief Minister said an expert agency would be entrusted with preparing a detailed project report (DPR) to identify infrastructure requirements and recommend the administrative and policy measures needed for the successful implementation of the corridor.
The Budget has earmarked ₹50 crore for the Southern Kerala Economic Corridor, while an additional ₹100 crore has been allocated for the Rare Earth and Critical Minerals Corridor.
Integrated Growth Model to Attract Investment
Highlighting the importance of regional clusters in driving modern economic growth, Satheesan said the corridor would foster a diversified and integrated economy. By connecting ports, industries, research institutions and natural resources, the initiative is expected to attract substantial private investment and strengthen Kerala’s position in strategic and maritime sectors.
Kerala Knowledge Valley Also Announced
The Budget also unveiled plans for the Kerala Knowledge Valley, envisioned as a world-class higher education ecosystem bringing together advanced academic programmes, research parks and centres of excellence.
The proposed educational hub aims to attract leading national and international universities, helping reverse the trend of students leaving the state in search of quality higher education.
Focus on Satellite Technology Research
In addition, the government has proposed the establishment of specialised research institutions focusing on satellite technology. Measures will also be introduced to encourage greater student participation in emerging and advanced technology sectors, reinforcing Kerala’s ambitions of becoming a knowledge-driven economy.
