His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has approved a new master plan for Expo City Dubai, with the presence of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and Chairman of The Executive Council.
Driving Dubai’s Development
The master plan highlights Expo City Dubai’s role in shaping Dubai’s future and enhancing its global reputation. This site, once home to the historic 2020 World Expo and COP28, is positioned to drive progress across various sectors in the emirate.
Strategic Growth and Investment
Expo City’s expansion plans firmly establish it as a central hub for Dubai’s growth, presenting significant investment opportunities for future-focused businesses. Its proximity to key infrastructure such as Al Maktoum International Airport, Jebel Ali Port, and the Dubai Exhibition Centre (DEC) makes it a critical enabler of Dubai’s ambitions in trade, logistics, technology, innovation, tourism, and events.
Aligning with Urban Goals
The plans contribute significantly to achieving the 2040 Dubai Urban Master Plan, where Expo City is identified as one of five key urban centres. Additionally, it aligns with the Dubai Economic Agenda D33, which aims to double the emirate’s economy by 2033. A vital factor in this growth is the rapid development of the Dubai South area, reinforcing the emirate’s position as a global trade, investment, and tourism hub.

Expanding the Community
Spanning 3.5 square kilometres, Expo City Dubai is projected to accommodate over 35,000 residents and 40,000 professionals, making it a global centre for businesses, investors, and visitors committed to a sustainable and connected future.
DP World Headquarters
The master plan includes the new global headquarters for DP World, a major player in international trade, alongside DEC, which is essential for Dubai’s economic growth. DEC recently announced plans for venue expansion, enhancing its role in the city’s economic landscape.
Five Innovative Districts
The master plan outlines five districts designed with an efficient grid system, smart transportation, and abundant green spaces, preserving the legacy of the Expo 2020 Dubai. Expo Hills will feature a low-density residential area, while Expo Fields will promote healthy living with schools, sports facilities, and performance spaces. Expo Business will provide a nurturing environment for innovative companies, including the Emirates Group’s Ebdaa aviation innovation hub.
Urban and Natural Integration
Expo Downtown, anchored by DEC, will extend from the metro station to the eastern edge and include the iconic Al Wasl dome and the floating Terra Gardens. The Expo Forest will connect Expo City to Expo Valley, featuring amenities, educational spaces, and recreational areas within a natural setting, all inspired by the Dubai 2040 Urban Master Plan.
Commitment to Sustainability
Designed to balance human needs and environmental stewardship, the plan will follow a phased development approach, adapting to future needs. Key performance indicators will be established to set new standards in sustainable urban excellence, with a commitment to achieving Net Zero by 2050.
