Assam Chief Minister Himanta Biswa Sarma laid the foundation stone for Adani Power Limited’s 3,200 MW ultra-supercritical thermal power plant at Chapar in Dhubri district. The project, estimated to cost around Rs 48,000 crore, is being described as one of the largest single industrial investments in Assam.

Project to Boost Assam’s Power Capacity
The Chapar power plant is expected to significantly increase Assam’s electricity generation capacity and reduce the state’s dependence on power purchased from outside.
The project will have four units of 800 MW each and will use ultra-supercritical technology. It is expected to create around 25,000 jobs during construction and about 5,000 permanent jobs after becoming fully operational.
Assam’s Power Demand Rising
Sarma said Assam’s electricity demand has been increasing due to industrial expansion, rising household consumption, rural electrification and railway electrification.
The state currently has a peak power demand of around 3,026 MW, while annual electricity consumption is growing by about 10%, compared with the national average of around 6%.
Assam currently generates only around 400 MW of electricity and depends on external sources for the remaining requirement. The state’s daily power demand is expected to reach around 5,500 MW by 2030.
Plant to Come Up in Phases
The Chapar project will be commissioned in stages. The first 800 MW unit is expected to be completed by December 2030, followed by 1,600 MW by 2031. The full 3,200 MW capacity is scheduled to be operational by December 2032.
Sarma said additional projects of a similar scale may be needed by 2035 to meet Assam’s growing electricity requirements.
Power Supply to Support New Industries
The Chief Minister said reliable electricity is important for attracting new industries and investors to Assam. He pointed to major projects such as the Numaligarh Refinery, the Ammonia Urea project at Namrup and the semiconductor project at Jagiroad, which will require significant power.
The government is also working on pumped storage projects to support solar power generation and is planning new power projects in Karbi Anglong and Dima Hasao.
Adani Group Plans Wider Investment in Assam
The Chapar project is part of a larger investment plan by the Adani Group in Assam. The group has announced investments across power, renewable energy, aviation, cement and other sectors.
Including related projects, the Adani Group’s planned power investment in Assam is estimated at around Rs 63,000 crore. This includes the Rs 48,000 crore Chapar thermal power plant and a 2,700 MW renewable energy project through Adani Green Energy Limited.
Adani Energy Solutions is also involved in plans to modernise Assam’s electricity distribution infrastructure.
More Jobs and Local Business Opportunities
The project is expected to create employment and support the growth of local businesses and ancillary industries. The Bodoland Territorial Region administration has allocated around 700 bighas of land for developments connected to the project.
Sarma also said the state is working on an industrial land bank of around 100,000 bighas to support future industrial development.
Adani Group Highlights Assam’s Potential
Adani Group Director Jeet Adani said the project marks the beginning of an important investment aimed at providing reliable and affordable electricity to households, businesses and industries.
He said the group is committed to investing in Assam and supporting the state’s economic development. He also highlighted Assam’s geographical advantages and its potential to become an important energy hub for India.
Advantage Assam Investment Plans
Sarma said Assam has received investment proposals worth around Rs 5.18 lakh crore through the Advantage Assam 2.0 Summit.
He said Gautam Adani had initially announced an investment commitment of Rs 50,000 crore at the summit, which has now increased to around Rs 80,000 crore.
Adani Group Expands Presence in Assam
The group has also made investments in aviation and cement in the state. Its airport project near Guwahati became operational on February 22, 2026, strengthening Assam’s air connectivity.
The Adani Foundation has also carried out relief and development activities across Assam, including support for food, medicines, sanitation, healthcare, livelihoods and community infrastructure.
Adani Power had earlier emerged as the successful bidder for the project through a competitive bidding process conducted by Assam Power Distribution Company Limited in October 2025. The power purchase agreement was awarded in November 2025.
The Chapar project is expected to strengthen Assam’s power supply, support industrial growth, create jobs and increase opportunities for local businesses while reducing the state’s dependence on external electricity sources.
