Kerala has taken a major step towards expanding its maritime industry with the formation of a joint venture between Malabar Cements Ltd and Artson Engineering Ltd, a Tata Projects Group company, to establish a shipbuilding unit at Cochin Port.

Although details regarding the complete structure of the project and Tata’s investment plans are yet to be fully disclosed, government sources have confirmed that shipbuilding activities will become a reality in Kochi.
According to an official statement, key approvals required for the project have already been secured. The Cochin Port Authority has provided the required land and preliminary development activities have begun.
Part of Kerala’s Mission Samudra
The shipbuilding project is being developed as part of Kerala’s broader Mission Samudra initiative, aimed at transforming the state into a comprehensive maritime manufacturing and services hub.
The government clarified that Mission Samudra is not limited to a single shipbuilding facility. The larger vision includes developing an integrated maritime ecosystem by leveraging major coastal assets such as Vizhinjam International Seaport and Cochin Port.
The initiative covers sectors including shipbuilding, ship repair, offshore fabrication, marine engineering, coastal manufacturing, logistics and other allied maritime industries.
₹10,000 Crore Investment Target
Kerala aims to attract investments worth around ₹10,000 crore across multiple maritime and industrial projects in the coming years.
Officials clarified that this figure represents the overall investment potential expected from several projects and investors, and does not refer to a single confirmed investment agreement with one company.
The government stated that official announcements will be made as individual investment proposals reach their final stages and agreements are completed.
Building Kerala’s Maritime Economy
Through Mission Samudra, Kerala aims to strengthen its position as a global maritime manufacturing and services destination by combining port infrastructure, industrial capabilities and private-sector participation.
The proposed Kochi shipbuilding unit is expected to become an important component of this strategy, supporting future growth in ship construction, marine technology and related industries.
