Tamil Nadu has moved ahead with a major industrial push after securing a ₹38,000 crore investment proposal from South Korea’s Hyundai Korea Shipbuilding and Offshore Engineering (HD KSOE) to develop a large greenfield shipbuilding cluster in Thoothukudi. The project is expected to generate around 15,000 direct jobs and many more indirect opportunities across allied industries and supply chains.

The proposal was discussed during a high-level meeting between the Hyundai delegation and Tamil Nadu Chief Minister C. Joseph Vijay, where both sides reviewed progress on the planned mega facility. The investment is being positioned as a landmark step to turn Thoothukudi into a global shipbuilding hub while strengthening India’s maritime manufacturing ecosystem.
To implement the project, the state has set up a special purpose vehicle called National Shipbuilding and Heavy Industries Park Tamil Nadu Limited (NSHIPTN), formed through a partnership between SIPCOT and the VOC Port Authority. The project has already received first in-principle approval from the Directorate General of Shipping, clearing an important regulatory milestone.
HD KSOE has also signed a memorandum of understanding with the Tamil Nadu government for the development of the facility. The company’s delegation, led by senior executives, updated the state leadership on implementation plans and reiterated its commitment to move the project forward at scale.
State officials have assured full institutional support, including clearances, infrastructure facilitation, and coordination with central agencies to speed up execution. The government has also indicated that necessary land and procedural approvals will be fast-tracked to maintain momentum.
Beyond direct employment, the project is expected to trigger strong growth in sectors such as steel, engineering, logistics, fabrication, and port-based services. Experts say the cluster could significantly reshape Thoothukudi’s industrial profile and boost export-oriented manufacturing in the region.
Tamil Nadu is also preparing a broader shipbuilding policy framework with incentives such as investment support, production-linked benefits, and infrastructure development to strengthen the ecosystem around the cluster.
Once operational, the project is expected to significantly expand India’s shipbuilding capacity and integrate the region more deeply into global maritime supply chains, marking one of the largest industrial developments in southern India.
