The Board of Control for Cricket in India (BCCI) has issued a detailed eight-page advisory to all 10 IPL franchises, tightening operational and behavioural guidelines after several reported breaches of protocol during the ongoing season. The communication, sent by BCCI secretary Devajit Saikia to franchise CEOs, reinforces expectations around discipline, professionalism, security awareness and compliance.

Action After Reported Misconduct
According to the advisory, the decision follows incidents flagged by the Anti Corruption and Security Unit (ACSU). The BCCI noted that some violations, if left unchecked, could damage the reputation of the IPL, franchises, and the board itself, while also exposing individuals to legal and security risks.
Restrictions on Unauthorised Access
A key concern highlighted in the document is the entry of unauthorised individuals into players’ hotel rooms. The BCCI stated that in several cases, team management was unaware of such visits, calling the practice strictly prohibited with immediate effect.
The SOPs clearly state that no visitor is allowed inside a player’s or support staff member’s hotel room without prior written approval from the team manager. Guests must be received only in designated public areas such as hotel lobbies, unless explicitly authorised.
The advisory also warns franchises about security risks in high-profile sporting environments, including potential exploitation and legal complications, urging strict vigilance at all times.
Rules for Franchise Owners and Access Protocol
The BCCI also flagged violations involving franchise owners entering restricted areas during matches. Instances were reported where owners interacted physically with players in dugouts or playing areas, which goes against established Players and Match Officials Access (PMOA) protocols.
The board clarified that such behaviour, regardless of intent, can interfere with match operations and team functioning.
Under the revised guidelines, owners and their representatives are strictly prohibited from accessing dugouts, dressing rooms, or on-field areas during matches unless routed through approved channels. Franchises have been made responsible for ensuring all stakeholders are briefed on these rules before match days.
Ban on Vaping and Restricted Substances
The advisory also addressed the use of vaping devices and e-cigarettes within IPL venues. Without naming individuals, the BCCI referred to recent instances of vaping in restricted areas, noting that such substances are prohibited under Indian law.
The board stated that the use of vapes, e-cigarettes, and other banned substances is strictly forbidden across all IPL-related locations, including dressing rooms, team hotels, dugouts, and practice facilities.
Violations will be treated seriously, as they may also constitute legal offences under applicable regulations.

The board has made it clear that all franchises, players, staff, and owners will now be held to higher compliance standards going forward
