Albania has taken a historic step in governance by appointing the world’s first AI-generated government minister. Prime Minister Edi Rama announced that the virtual minister, named Diella, will oversee all public tender decisions, promising the process will be “100-percent corruption-free” and fully transparent.

Diella, which means “sun” in Albanian, is not a physical person but a digital creation designed to assist the government. Initially launched in January as an AI-powered virtual assistant, she helped citizens navigate Albania’s e-services platform, issuing over 36,600 digital documents and delivering nearly 1,000 services so far. She appears in traditional Albanian attire and interacts with users virtually.
The AI minister will now take on a critical role in public tenders, a sector historically plagued by corruption and linked to international criminal networks. By automating decisions and monitoring fund allocation, Diella aims to eliminate misuse of public resources and ensure transparency.
Local media praised the move as transformative, highlighting that Albania is integrating AI not just as a tool, but as an active participant in governance. Prime Minister Rama, who recently won a fourth consecutive term, plans to present his new cabinet, including Diella, to parliament in the coming days.
This appointment signals a bold experiment in combining artificial intelligence with political administration, potentially setting a global precedent for digital governance.
