The Adani Group is expanding its business presence across several Congress-led and other non-BJP-ruled states, with projects under development or consideration worth around Rs 5 lakh crore across roads, ports, power, renewable energy, cement and data centres.

The conglomerate, which was once widely seen as being close to the BJP, is increasingly building projects across political lines. Governments in states including Karnataka, Telangana, Kerala, Tamil Nadu, Bihar and Andhra Pradesh are seeking investments from the group to support infrastructure development, attract private capital and create jobs.
In Karnataka, Adani Enterprises emerged as the lowest bidder for both packages of the proposed 16.75-km north-south tunnel road connecting Hebbal and Central Silk Board in Bengaluru. The company submitted a bid of Rs 22,267 crore, around Rs 3,500 crore below the second-lowest offer, according to sources. The contract is yet to be finalised.
The tunnel project is aimed at easing Bengaluru’s severe traffic congestion and has become politically sensitive, particularly because the winning bid is higher than the state government’s own cost estimate.
Adani Group chairman Gautam Adani also met Karnataka Chief Minister DK Shivakumar in Bengaluru last month, shortly after the tunnel road bid was made public.
The group already has a significant presence in Karnataka, including the 1,200-MW Udupi power plant and Mangaluru International Airport.
In Kerala, Adani Ports and Special Economic Zone developed Vizhinjam International Seaport, a deep-water container transhipment facility. The project was initiated under the previous Left Democratic Front government and continued under the current Congress-led administration.
Adani has committed additional investment to Vizhinjam. In January 2026, the group launched the second phase of the port project with an investment of Rs 16,000 crore, taking the total investment in the project to around Rs 30,000 crore.
The group also operates Thiruvananthapuram International Airport and began construction in 2025 on a logistics park at Kalamassery in Kochi, with an investment of more than Rs 600 crore. The 70-acre project is expected to generate over 1,500 jobs.
In Telangana, the Congress government signed four MoUs with Adani Group companies in January 2024 for proposed investments worth Rs 12,400 crore. The projects include data centres, energy storage, defence manufacturing and other businesses.
Tamil Nadu has also emerged as a major destination for Adani investments. The group announced MoUs worth more than Rs 42,700 crore in 2024, covering three pumped-storage projects worth Rs 24,500 crore, a Rs 13,200 crore hyperscale data centre and Rs 3,500 crore in cement grinding units.
Adani Enterprises has also secured the concession to operate, maintain and collect tolls on the Chennai Outer Ring Road, based on a financial bid of Rs 2,511 crore.
In Himachal Pradesh, the group is working with farmers, particularly apple growers, to strengthen the region’s fruit supply chain. Adani also has a cement business with multiple assets in the state.
In Jharkhand, Adani operates the 1,600-MW Godda ultra-supercritical power plant, built with an investment of more than Rs 16,000 crore. Gautam Adani reviewed projects in Jharkhand and Bihar in February as the group explored investments exceeding Rs 40,000 crore across the two states.
Bihar is another major focus area. In May, Adani announced plans to invest between Rs 50,000 crore and Rs 60,000 crore over the next three to four years across power, roads, gas distribution, cement and infrastructure. The plans include a Rs 27,000 crore, 2,400-MW ultra-supercritical thermal power project at Pirpainti in Bhagalpur district.
Andhra Pradesh offers another major opportunity for the group. Google has committed around $15 billion between 2026 and 2030 to develop an AI hub in Visakhapatnam, featuring large-scale data centres, energy infrastructure and subsea connectivity. AdaniConneX and Airtel are infrastructure partners in the project, which was inaugurated with a groundbreaking ceremony in April 2026.
Adani already has a strong presence in Andhra Pradesh through Krishnapatnam Port as well as renewable energy and transmission projects. The group is also investing more than Rs 20,000 crore in renewable capacity, including two pumped-storage projects, and transmission infrastructure. Krishnapatnam Port is among the largest ports on India’s east coast.
The group’s ability to finance and execute large infrastructure projects has made it an important partner for several state governments, particularly those looking to attract large private investments and accelerate development.
The growing pattern suggests that Adani’s expansion is no longer limited to BJP-ruled states. Congress-led governments and other opposition administrations are increasingly engaging with the conglomerate for major infrastructure projects, investment and employment generation.
For the Adani Group, the strategy is creating a business footprint that extends across India’s political divisions. For state governments, the growing engagement reflects a practical approach to attracting companies capable of funding and delivering large-scale projects.
