Alhind Tours & Travels will begin handling passport renewal, document attestation, and other consular services for Indian citizens in the UAE from Wednesday, July 22. The Kerala-based company secured the outsourcing contract in November 2025, but legal challenges delayed the start of operations.
During the delay, Indian missions in Abu Dhabi and Dubai managed services directly, resulting in long queues and difficulties for applicants. With Alhind now taking charge, applicants will have to follow new procedures for accessing passport and consular services.
How to Book Appointments
Applicants can book appointments online through the official portal, consularsevainuae.com. Appointment slots will be released twice daily at 9 AM and 9 PM from Monday to Saturday.
Passport, visa, and attestation services will no longer be available directly at the Embassy of India in Abu Dhabi or the Consulate General of India in Dubai. Applicants must visit the designated Indian Consular Application Centres (ICACs).
New Service Centre Timings and Facilities
All 16 ICACs operated by Alhind will function from 8 AM to 6 PM. Visitors will be allowed entry only 15 minutes before their scheduled appointment time.
The Bur Dubai centre, spread across 12,000 sq ft, has 45 service counters aimed at reducing waiting time.
For urgent requirements, certain applicants can access walk-in services on a first-come, first-served basis. These include:
- Tatkal passport applications
- Newborn passport applications
- Emergency Certificate (EC) requests
- Senior citizens aged 60 and above
Locations of Alhind Consular Centres
Alhind has opened 16 centres across all emirates:
Abu Dhabi:
Six centres are located in Al Danah, Al Reem Island, Musaffah, Madinat Zayed, Ghayathi, and Al Ain.
Dubai:
Two centres are available, including the main centre at UW Mall in Bur Dubai and another at Dubai Investment Park (DIP).
Sharjah:
Centres are located at Al Majaz and Rolla.
Northern Emirates:
Centres are located at Al Jurf in Ajman, Al Faseel in Fujairah, Al Ramlah in Umm Al Quwain, Sheikh Khalid Road in Khorfakkan, Indian Social and Cultural Club Kalba, and Al Mamourah Road in Ras Al Khaimah.

Revised Passport Service Fees
The Government of India revised passport service charges in the UAE from July 1, marking the first fee revision since 2012.
New charges include:
- 36-page passport renewal (Normal): Dh450
- 36-page Tatkal renewal: Dh900
- 60-page passport renewal (Normal): Dh630
- 60-page Tatkal renewal: Dh1,080
Alhind will charge an additional Dh19 service fee above the government fees, which will cover services such as photocopying and photography.
Temporary Arrangement Until Fresh Tender
The Supreme Court of India has clarified that Alhind’s role is a temporary arrangement. The Ministry of External Affairs (MEA) has been instructed to conduct a fresh tender process for outsourcing consular services in the UAE and three other countries.
Until the new process is completed, Alhind will continue as an interim service provider to ensure uninterrupted consular services for millions of Indian expatriates in the UAE.
