The Delhi Metro Rail Corporation (DMRC) has offered to undertake Kerala’s proposed high-speed railway project on a turnkey basis, positioning itself as the single agency responsible for the project’s planning, design, engineering, construction and commissioning. The proposal comes as Kerala explores faster and more sustainable transport solutions to improve connectivity across the state.

According to officials, DMRC has submitted its proposal to the Kerala government, highlighting its experience in executing large-scale urban rail and metro projects across India. The corporation has indicated that a turnkey model would streamline project implementation by ensuring better coordination, faster execution and greater accountability.
The proposed high-speed railway is expected to significantly reduce travel time between major cities in Kerala while easing congestion on roads and the existing railway network. If approved, the project could transform intra-state mobility, support economic growth and improve regional connectivity.
The Kerala government is currently evaluating various implementation models and financing options before taking a final decision on the ambitious rail corridor. The project is expected to require substantial investment and coordination between the state government, the Centre and other stakeholders before construction can begin.
