The Centre will roll out a lightweight, cloud-based Hospital Management Information System (HMIS) on Monday to help small clinics and outpatient healthcare centres shift to digital operations.

Union Health Minister J P Nadda will launch the system, named e-Sushrut Clinic, developed by the Centre for Development of Advanced Computing (C-DAC). The platform is designed specifically for small clinics, primary health centres, health and wellness centres, sub-centres, and private outpatient facilities.
Addressing cost and complexity barriers
Officials said many existing hospital management systems are too costly and complicated for smaller healthcare providers, forcing them to continue manual record-keeping. The new system aims to solve this gap by offering a simpler and more affordable digital alternative.
Several states and Union Territories have also shown interest in adopting the platform for public healthcare facilities.
Key features of the platform
The cloud-based system is designed to automate routine clinic functions such as patient registration, billing, management reporting, speech-to-text clinical documentation, and decision support tools.
It also integrates key components of the Ayushman Bharat Digital Mission (ABDM), including digital health records and clinical support systems, while requiring minimal technical expertise from users.
Secure access and integration framework
Only healthcare professionals registered under the Health Professional Registry (HPR) will be allowed to use the system. The onboarding process will also integrate the Health Facility Registry (HFR) to ensure verified access across institutions.
According to official data, more than 800 health facilities have already been onboarded, generating over 680 digital health records.
Expansion across major hospitals
C-DAC is already deploying the full-scale e-Sushrut hospital management system in more than 15 AIIMS institutions and several state-run hospitals, expanding its use beyond small clinics.
Partnership with National Health Authority
The rollout will be supported through a memorandum of understanding between the National Health Authority (NHA) and C-DAC. Under this arrangement, C-DAC will handle software maintenance and upgrades, while NHA will manage cloud hosting and SMS notifications for patients.
The NHA will also provide call centre support for users, while C-DAC will train personnel and monitor service quality.
Pricing and subsidy support
The platform is priced at ₹499 per month for up to five users, but under the government subsidy model, users will pay an effective cost of ₹299 per month after a ₹200 subsidy. The system will also be offered free for the first three months.
Additional users beyond the base limit will be charged ₹50 per user per month, making the system scalable for growing clinics while remaining affordable for small healthcare providers.
