The Union Health Ministry has amended the Drugs Rules, 1945, making a doctor’s prescription mandatory for the purchase of cough syrups and other syrup-based medicines across India.

With the new rule, consumers will no longer be able to buy these medicines over the counter without a valid prescription from a registered medical practitioner. The regulation has come into effect immediately.
The move is aimed at strengthening regulatory oversight, improving patient safety, and reducing the misuse of syrup-based formulations. Authorities have also cited concerns related to drug quality and contamination incidents involving cough syrups in recent years.
The amendment removes “syrups” from Schedule K exemptions under the Drugs Rules, bringing them under stricter regulatory control and ensuring they are dispensed through licensed pharmacies.
Health experts say the change will improve traceability, accountability, and compliance in the distribution of medicines while helping curb self-medication and potential abuse.
The decision marks one of the most significant changes to the sale of common syrup-based medicines in recent years and is expected to impact pharmacies, healthcare providers, and consumers nationwide.
