UAE’s Summer Safety Midday Break Policy in Action

The United Arab Emirates (UAE) has announced the implementation of the midday break policy, a crucial measure aimed at safeguarding worker health and safety during the scorching summer months. Commencing from June 15 to September 15, 2024, this regulation marks the 20th consecutive year of its enforcement.

Prohibition of Outdoor Work during Midday Hours

Under this policy, all outdoor work under direct sunlight across the UAE will be prohibited between the hours of 12:30 pm and 3:00 pm. This measure seeks to mitigate the risks associated with extreme heat exposure, ensuring the well-being of employees operating in open-air environments.

Stringent Penalties for Non-Compliance

To uphold compliance with the midday break regulation, authorities have mandated stringent penalties for employers failing to adhere to the stipulated guidelines. Any employee found working during the designated break hours may incur a fine of Dh5,000, with penalties escalating up to Dh50,000 for companies found in repeated violation of the policy.

Exemptions and Permit Procedures

While the midday break encompasses most outdoor activities, certain essential services are exempt from the policy’s restrictions. Jobs relating to critical services such as water supply, electricity, roadworks, and traffic management may continue operations during the designated hours. However, companies engaging in exempted activities must obtain a permit from the authorities to proceed with work during the midday break.

Ensuring Worker Safety and Comfort

Employers are mandated to prioritise the safety and well-being of their workforce by providing necessary amenities and accommodations. Measures include the provision of shaded areas, parasols, fans, and adequate hydration facilities at job sites. Additionally, employers must equip work environments with first aid equipment to address any potential health concerns arising from heat exposure.

Commitment to Worker Welfare

Mohsin Al Nassi, Assistant Undersecretary for Inspection Affairs at the Ministry of Human Resources and Emiratisation (MoHRE), emphasised the cultural significance of the midday break policy in the UAE’s business landscape. He reiterated the government’s commitment to prioritising worker welfare and safety, recognizing employees as the cornerstone of organisational success.

Awareness Campaigns and Enforcement Measures

In tandem with the implementation of the midday break, the Ministry of Human Resources and Emiratisation (MoHRE) will launch extensive awareness campaigns and conduct regular field visits to monitor compliance. These initiatives aim to foster a culture of safety consciousness and reinforce adherence to regulatory standards across all sectors.

In conclusion, the enforcement of the midday break policy underscores the UAE’s steadfast commitment to promoting worker welfare and ensuring occupational health and safety standards are upheld. By prioritising the protection of employees from heat-related hazards, the UAE continues to set a benchmark for responsible labour practices and sustainable development in the region.
