According to the National Food Security Act, the Center said that it would give 81.35 crore people free food grains for a year (NFSA).

The Union Cabinet, led by Prime Minister Narendra Modi, decided to make a significant pro-poor decision by granting foodgrains to the needy for free for one year through December 2023 as part of the NFSA. The move would benefit 81.35 crore people in total and cost the exchequer about Rs 2 lakh crore, Food Minister Piyush Goyal told reporters after the Cabinet meeting.

According to the NFSA Act, foodgrains are distributed at highly subsidised prices of Re 1, Rs 2, and Rs 3 per kg for coarse cereals, wheat, and rice, respectively, and are allocated at 5 kg per person per month for priority households and at 35 kg per family per month for Antodaya Anna Yojna (AAY) families.

In the meantime, the government opted not to prolong the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), a free ration programme that expires on December 31.

In April 2020, Prime Minister Modi introduced the PMGKAY to help the underprivileged during the COVID-19 pandemic. For 28 months, according to Goyal, the government has offered free foodgrain (5 kilograms per person per month).
