The Commission for Air Quality Management (CAQM) on Friday approved a sweeping ban on entry of polluting commercial vehicles into Delhi starting November 1. Only BS-VI, CNG, LNG, and electric goods vehicles will be allowed, in line with a Supreme Court directive.

Transitional Measures for Delhi-Registered Vehicles
As a transitional measure, BS-IV light, medium, and heavy goods vehicles registered in Delhi can continue operating until October 31, 2026. Enforcement agencies have been instructed to conduct strict checks at all border entry points.
Action Against Stubble Burning
CAQM Chairperson Rajesh Verma, chairing the 25th Commission meeting, empowered district authorities in Punjab, Haryana, Delhi, and NCR regions of Uttar Pradesh and Rajasthan to take legal action against officials who fail to prevent stubble burning. States have been asked to intensify surveillance and ensure effective crop residue management.
Firecrackers and Air Quality Monitoring
The Commission noted the Supreme Court’s October 15 order permitting the sale of green firecrackers only at designated NCR locations between October 18 and 20, with usage restricted to specific hours on Diwali eve and day. District teams have been tasked with strict enforcement.
CPCB and state pollution boards will monitor air quality from October 14 to 25 and collect sand and water samples from areas with heavy firecracker activity. All agencies are required to regularly review pollution control measures and ensure strict implementation under the Graded Response Action Plan.
