International travel has become much easier for Indian citizens over the years, with many countries offering e-visas, visas on arrival, and relaxed entry rules. However, Yemen is a notable exception. According to the Ministry of External Affairs (MEA), Indian citizens are officially banned from traveling to Yemen due to severe security risks. The ban covers travel by air, land, or sea unless special permission—a government-issued NOC—is obtained. The advisory, first issued in 2017, remains in effect.

Government of India Travel Rules
The MEA has issued a strict advisory stating:
- Indian citizens should not travel to Yemen under any circumstances.
- Travel by air, land, or sea without special permission is prohibited.
- Violating this advisory may lead to penalties under the Passports Act, including cancellation or impounding of passports.
- The advisory is actively communicated through Indian embassies and consulates worldwide.
Special permission is granted only in exceptional humanitarian, diplomatic, or emergency situations. Traveling without government authorization is considered a violation of the advisory.
Why Yemen Is Off-Limits
The travel ban is largely due to the ongoing civil war in Yemen, which began in 2015. The conflict involves the Yemeni government, Houthi rebels, and other military groups, making the country extremely unstable. Thousands of Indians were stranded during the initial escalation, prompting the government to launch Operation Raahat, a major evacuation mission.
Once-popular cities with cultural and historical significance have become dangerous due to air and land route restrictions, unpredictable fighting, and the presence of armed groups. Ensuring the safety of Indian citizens in such an environment is extremely challenging.
Infrastructure and Service Collapse
The war has devastated Yemen’s infrastructure and basic services:
- Hospitals lack essential equipment
- Electricity and water supply are unreliable
- Transport networks are damaged
- Food shortages are widespread
- International airlines do not operate regular flights, and travel routes can be disrupted at any time
In emergencies, evacuating foreigners is extremely difficult.
Limited Diplomatic Support
Many countries, including India, have reduced diplomatic presence in Yemen for safety reasons. This limits the ability to provide assistance to citizens in cases of injury, arrest, or kidnapping. Governments therefore discourage travel altogether to avoid citizens being trapped in a conflict zone.
Due to these ongoing security risks, travel to Yemen remains officially banned for Indian passport holders until further notice.
