India has helped the Maldives construct a high-speed ferry, the first of twelve vessels planned to establish transport link services between two atolls, according to local media reports.
G. Balasubramaniam, Indian High Commissioner to the Maldives, emphasized India’s ongoing commitment to supporting essential public services and projects that directly benefit Maldivian communities, as reported by PSM News.
As part of an existing agreement, India will supply 12 high-speed ferries to the Maldives. During a ceremony launching the Raajje Transport Link (RTL) services in Faafu and Dhaalu Atolls, Balasubramaniam noted that the first ferry was built with India’s assistance to commence operations in these atolls. The Maldives’ Ministry of Foreign Affairs highlighted that the start of RTL services is a key step in strengthening nationwide connectivity, with two ferries out of the 12 planned under the High Impact Community Development Project (HICDP) Phase III MoU signed in January 2025 having been constructed with India’s support.
In May 2025, India signed 13 MoUs with the Maldives under the HICDP Phase III scheme, providing a grant of MVR 100 million (approximately Rs 55.28 crore) to enhance ferry services, expand maritime connectivity, and support community livelihoods. These projects cover transport, sports infrastructure, coastal protection, and health and education facilities.
Balasubramaniam praised the rapid progress since the agreements were signed and highlighted the importance of the Neighbourhood First policy, noting that leaders in both countries are working to maintain and strengthen bilateral ties. India has provided a total of USD 29.5 million to the Maldives over four phases, underscoring its support across multiple sectors.The strong relationship between the two countries is further reflected in high-level visits, including PM Modi’s visit to the Maldives in July 2025 and President Mohamed Muizzu’s visit to India in October 2024. The Maldives remains a key maritime partner under India’s Neighbourhood First approach and Vision MAHASAGAR, which focuses on mutual advancement for security and regional growth.
