The government will launch a simplified GST registration system starting November 1, 2025, offering automatic approvals within three working days for most new applicants, Finance Minister Nirmala Sitharaman announced on Thursday. This initiative is part of the GST 2.0 reforms approved earlier by the GST Council, aimed at making compliance easier and reducing human intervention in the registration process.

Automatic registration will apply in two situations: for applicants identified by the system through risk and data analysis, and for those who self-assess that their monthly output tax liability will not exceed around ₹2.5 lakh. Sitharaman said nearly 96% of new applicants would benefit from this simplified approval route.
Addressing officials at the inauguration of the new CGST Bhawan in Ghaziabad, Sitharaman emphasized that the government is now focusing on implementing reforms on the ground. She urged central and state GST units to operationalize the changes smoothly and ensure the system functions “by design, not by discretion.”
The finance minister stressed that taxpayers should be treated with respect while the administration remains strict against evasion. “Taxpayers are honourably contributing to the nation. Those who attempt to evade must be dealt with according to protocol, but the system should not suspect everyone,” she said, addressing officers of the Central Board of Indirect Taxes and Customs (CBIC).
As part of GST 2.0, the government has also rationalized rate slabs, simplified return filing, and introduced automated refunds and risk-based audits. Sitharaman noted that these measures would make the system more efficient, fair, and growth-friendly.
To improve service delivery, she directed that GST Seva Kendras be well-staffed, easily accessible, and properly maintained, with dedicated helpdesks to guide taxpayers through registration. Field units were instructed to audit these centers regularly and address any issues.
Integrity within the tax administration was another focus. Sitharaman called for timely completion of disciplinary proceedings against officers, saying swift action reinforces accountability and strengthens the organization’s credibility. She highlighted the motto for discipline: “Galat kiya toh khair nahi, sahi kiya toh koi bair nahi” — wrongdoers won’t escape, and there is no enmity with those who act correctly.
Citing data from the Confederation of All India Traders (CAIT), the finance minister noted that India’s festive retail sales hit a record of around ₹6.05 trillion this Diwali, a 25% increase over last year. About 87% of customers preferred Indian-made products, and roughly 72% of traders attributed higher sales to recent GST rate cuts on daily-use items, footwear, home décor, and consumer durables.
“I am confident that with continued reforms, teamwork, and dedication, we will achieve new heights in revenue, compliance, and service delivery. Our goal is to make life easier for honest taxpayers while leaving no room for dishonest ones. Economic growth and prosperity will follow,” she said.
