Hindustan Shipyard Limited to Establish First Satellite Shipyard in Andhra Pradesh
Hindustan Shipyard Limited (HSL), a premier defence public sector undertaking headquartered in Visakhapatnam, is planning to establish its first-ever satellite shipyard in the state of Andhra Pradesh. This expansion marks a major strategic shift for the 85-year-old shipbuilding PSU, as it seeks to enhance production capacity and decentralize operations beyond its traditional base.

New Yard Near Emerging Ports
The proposed satellite facility is being considered near Mulapeta (Srikakulam district) or Kakinada, two rising port hubs on the Andhra coastline. The yard will require between 110 to 250 acres of land and will include critical infrastructure such as a floating dry dock, enabling both shipbuilding and ship repair operations.
According to former CMD Commodore Hemant Khatri (Retd), HSL has already approached the Andhra Pradesh government and the State Maritime Board for land acquisition. The proposal has received a positive response from Chief Minister N. Chandrababu Naidu, and site visits are currently underway to assess feasibility.
Decentralization with Strategic Integration
While core operations—such as design, command, and supply chain management—will remain centered in Visakhapatnam, the new satellite yard will serve to decongest operations, expand manufacturing capacity, and cater to future defence and commercial shipbuilding demands.
This move also aligns with the Government of India’s thrust on port-led development and Make in India for defence manufacturing.
Major Projects & Naval Readiness
HSL has seen a remarkable turnaround in recent years, now operating as a profit-making PSU. It is currently involved in several key defence projects, including:
- Landing Platform Dock (LPD)
- Mine Countermeasure Vessels (MCMVs)
- Next-Generation Water Jet Fast Attack Crafts (WJFACs)
In addition, INS Nipun, the second in a pair of Diving Support Vessels (DSVs) built by HSL, is ready for delivery to the Indian Navy, following the successful commissioning of INS Nistar.
Global Expansion Plans
HSL is also exploring international opportunities, most notably a Kilo-class submarine refit contract with the Vietnam People’s Navy—a significant move towards expanding India’s defence manufacturing exports.
Leadership Transition and Operational Milestones
As of August 1, 2025, Commodore Girideep Singh, IN (Retd) has assumed charge as CMD (Additional Charge) of HSL. Formerly serving as Director (Strategic Projects), he played a pivotal role in helping the shipyard achieve its highest-ever Value of Production, along with 100% on-time completion of ship repair assignments.
