India has revoked the security clearance of Turkey-based Celebi, a company that provides airport ground handling services across the country. The move, announced on May 16, was linked to national security concerns and came amid public backlash over Turkey’s support for Pakistan in the India-Pakistan conflict.

Legal Response by Celebi
In response, Celebi filed a petition with the Delhi High Court, requesting the reversal of the decision. The company argued that the order was vague and lacked specific reasoning. According to the filing, the action threatens 3,791 jobs and could damage investor confidence. Celebi claimed it received no prior warning and said the government’s explanation lacked substantive grounds.
Quote from Filing
“Mere rhetoric of national security without elaborating upon in what manner is an entity a threat to national security is unsustainable in law,” Celebi said in the court filing.
Ownership Clarification
The company also clarified that although its shareholders are registered in Turkey, the controlling interests belong to firms that are not of Turkish origin or incorporation.
Government and Political Reactions
India’s junior aviation minister Murlidhar Mohol stated that the decision followed public calls to ban Celebi in the interest of national interest. Political party Shiv Sena also protested in Mumbai, demanding Celebi’s removal from airport operations in the city.
Operational Impact
Celebi currently operates in major airports including those in Delhi, Kerala, Bengaluru, Hyderabad, and Goa. It had previously undergone multiple security verifications by Indian agencies before being allowed to function.
Delhi Airport’s Decision
Following the government’s action, Delhi Airport announced on social media that it had officially ended its association with Celebi for both ground handling and cargo services.Industry Ramifications
This development coincides with Air India’s reported efforts to persuade authorities to block IndiGo’s leasing deal with Turkish Airlines. Air India has cited similar concerns regarding Turkey’s political stance and its implications for national security and competition.
