The UAE has announced a ban on unlicensed digital platforms offering Quran-teaching services. This measure is intended to regulate religious education and ensure the quality and accuracy of teachings. The prohibition extends to the establishment or management of any centre or Quran-teaching activities without proper licensing from authorities.
The General Authority for Islamic Affairs, Endowments, and Zakat issued an advisory on Sunday, June 2, warning UAE citizens and residents about the risks posed by unlicensed digital Quran-teaching platforms. The advisory emphasized the need to protect the younger generation from inaccurate or inappropriate religious education.
The authority noted that many individuals teaching the Quran online lack proper qualifications and religious education credentials. This situation can lead to incorrect teachings, misinterpretation of the holy book, and misunderstandings of Islamic principles.
Monitoring efforts by the authority have revealed numerous unlicensed instructors offering classes and attracting students through promotional advertisements. Parents are urged to exercise caution and report any suspicious or unlicensed teaching activities to the relevant authorities.
Engaging with unlicensed religious educators exposes individuals to severe legal penalties, including imprisonment and fines. The UAE law mandates that anyone teaching the Quran without a proper license faces imprisonment for at least two months and fines up to Dh50,000, or either of these penalties. These penalties are in addition to any more severe penalties stipulated by other laws.
To be licensed to teach the Quran, individuals must meet several conditions:
- Be at least 21 years old.
- Have a good conduct record.
- Have no prior convictions for crimes violating honour or trust unless rehabilitated.
- Prove health fitness for the role.
- Possess necessary practical experience for managing a center, with appropriate qualifications for teaching or managing.
- Pass a test and personal interview.
Obtain approval from competent authorities if not sponsored by the center where they will work.
For establishing a Quran-teaching center or branch, additional conditions must be met:
- Obtain a license in accordance with the law.
- Ensure the building meets technical and health requirements as specified by executive regulations.
- Provide fully separated gender classrooms.
- Offer halls and arenas for activities as specified by executive regulations.
- Equip the facility appropriately for the licensed activities.
This initiative underscores the UAE’s commitment to maintaining high standards in religious education and protecting its citizens from unqualified instructors.
