According to a number of international organizations, the UAE is the best country in the world for attracting top talent and having few labour problems. In a recent achievement that highlights its innovative global model for development, the UAE topped various worldwide labour market indices published by organizations and institutions.
According to the UK’s Legatum Institute’s Global Prosperity Index 2023, the UAE placed #1 globally in the Talent Attractiveness Index. The International Institute for Management Development (IMD) of Switzerland’s World Competitiveness Yearbook 2022 ranked the UAE first globally across a number of metrics. These indicators include the absence of labour disputes, the affordability of workers’ severance pay, and the number of hours worked.
In the World Intellectual Property Organization’s (WIPO) Global Innovation Index 2022, the UAE also stood out for having a low cost of severance pay. The World Competitiveness Yearbook 2022 placed the United Arab Emirates second internationally in five categories: the availability of senior managers with specialized skills, employment rates, low unemployment rates, the share of the workforce that is made up of expatriates, and the share of the labour force in the population.
“The UAE’s leadership across different international indices is result of our ongoing national efforts to modernise the legislative and legal system, deliver world-class infrastructure, and create a resilient and robust economic environment to attract investments and talent from around the globe,” said Noura Al Marzouqi, Assistant Undersecretary for Policy and Strategy at the Ministry of Human Resources and Emiratisation.
The work climate has been greatly improved by the new legislation package, which has also accelerated the UAE’s efforts to raise its position on various global competitiveness indexes. The Ministry of Human Resources and Emiratisation (MoHRE) is making consistent efforts to improve the attractiveness of its labour market, with a focus on supporting the private sector’s engagement. This is in accordance with the wise leadership’s vision and directives.

The UAE’s accomplishments were demonstrated by its leadership in many important worldwide competitiveness indices that take into account the labour market.
This is viewed as unprecedented global recognition of the UAE government’s outstanding effectiveness and adaptability in dealing with changes in the world. At FCSC, we keep track of 1,502 market indices from the most prestigious global reports. The UAE placed ahead of numerous countries with a long history of competitiveness in the top 10 nations worldwide across the 432 indices we cover, accounting for approximately 30% of all those global indices. The UAE also ranked first in the Arab world across 505 indices.
These achievements are the result of the extraordinary efforts made by all UAE institutions and the private sector to support the country’s overall competitiveness and support the national economy in a number of key sectors, including human resources, trade, industry, tourism, education, and healthcare.
